Project Information

Former operations conducted at the site include copper foil manufacturing between 1955 and 2002. Prior to 1955, the southern portion of the site was mined for clay and upon completion of quarrying activities the excavated pit was used as a landfill for general refuse consisting primarily of linoleum, tires, brick, and assorted trash. The primary chemicals of concern associated with site operations include inorganic compounds (metals) detected in soil and groundwater and polycyclic aromatic hydrocarbons (PAHs) detected in soil. Since the early 1980’s, Schneider Electric has completed extensive and comprehensive investigation and remediation activities to evaluate and address environmental impacts at 27 areas of concern (AOCs) at the site in accordance with the requirements of the NJDEP and USEPA. Remediation activities have included demolition and removal of building materials, multiple soil excavation and removal events, in-situ treatment of groundwater, and groundwater extraction and treatment.

No environmental impacts remain above applicable NJDEP remediation standards at 21 of 27 AOCs and those AOCs have been issued unrestricted use No Further Action determination by NJDEP or unrestricted use Response Action Outcomes (RAOs) by the Licensed Site Remediation Professional (LSRP). For the remaining 6 AOCs, 2 AOCs required remedial action for groundwater to address metals and 4 AOCs required remedial action for soil to address metals and PAHs. Remedial Action Workplans (RAWs) were submitted to and approved by NJDEP. In accordance with the RAWs, the final groundwater remedial action is monitored natural attenuation and long-term monitoring, conducted per the remedial action permits (RAPs; #RAP180001 and #RAP180002). Final soil remedial actions (soil excavation, institutional and engineering controls) were completed between September 2024 and April 2025 and reported in the Final Soil Remedial Action Report submitted to NJDEP on May 30, 2025. The institutional controls restrict site use to nonresidential uses and document the limits of soil remaining in place above NJDEP residential and nonresidential soil remediation standards that is subject to institutional/engineering controls. The existing engineering control is a fence which must be maintained until a more-permanent engineering control in the form of cap (i.e., some combination of two feet of clean fill, landscaping, or buildings) is constructed. Long-term monitoring for soil will be conducted per the pending RAP for soil. The LSRP plans to issue restricted use RAOs for the remaining 6 AOCs following RAP issuance.
